Aviation Maintenance Subject Matter Expert (SME) - Norfolk VA
A DOD SECURITY CLEARANCE IS REQUIRED TO FILL THIS POSITION
ASP is seeking a Senior Aviation Maintenance Subject Matter Expert (SME) with experience and knowledge related to Organizational, Intermediate, and Depot maintenance of US Navy aircraft. Team member will be responsible for supporting the Log IT Test Team’s evaluation of Naval maintenance modernization efforts. Requesting a Subject Matter Expert (SME) with experience and knowledge with NALCOMIS Optimized Organizational Maintenance Activity (OOMA) and Optimized Intermediate Maintenance Activities (OIMA) that supports the Naval Aviation Maintenance Program (NAMP) and 3M functions for aircraft maintenance on aircraft carriers, amphibious assault ships, and Marine Corps Air Stations.
This includes:
- Working with business analysts and test engineers to provide identification and insight into aviation maintenance policies and processes.
- Decomposing Naval Aviation Maintenance and Logistics Requirements.
- Providing in-depth knowledge of, and ability to troubleshoot issues within, complex information technology systems used to implement maintenance management systems utilized by the DON to manage O-Level and I-Level aviation maintenance activities.
- Providing in-depth knowledge of relational database management systems, interface requirements and relationships with other naval aviation automated information systems.
- Providing in-depth knowledge of Aircraft Inventory and all associated naval aviation logistics and readiness management systems (3M).
- Functioning as a deep-level application, database, and systems administrator subject matter expert (SME) in Optimized NALCOMIS, supporting the Fleet users.
- Analyzing gaps between current state and desired future state of the Aviation Maintenance and Logistics IT portfolio.
- Conduct test design activities to identify and create test cases (positive and negative) traceable to
system requirements. - Conduct static and dynamic testing at all software testing levels to include integration, functional,
system, and acceptance. - Accurately record and report defects found during test events and trace to resolution.
- Work closely with stakeholders, sponsors, and customers to determine acceptance criteria and
coordinate certification test events with end users. - Support Log IT T&E team (and I&I team as needed) in all test activities as a SME.
Minimum Qualifications
- Bachelor's degree in related discipline
- Minimum of a current DoD Secret level clearance
- 10+ years’ experience performing U.S. Naval Aviation maintenance activities
- Possess in-depth knowledge of Naval Aviation maintenance policies and procedures as outlined in Naval Aviation Maintenance Program (NAMP) CNAFINST 4790.2 series
- Deep knowledge of OIMA and OOMA functions that must include the ability to identify and troubleshoot application and data driven anomalies causing failures
- Possess in-depth knowledge of Aircraft Inventory and all associated naval aviation logistics and readiness management functions and systems (3M).
- Proficiency in Microsoft productivity tools (ex. Word, Excel, Power Point)
- Specialized Experiences: At least ten (10) years of recent experience in the Organizational, Intermediate, and Depot maintenance of US Navy aircraft. Experience in all aspects of systems analysis and requirements generation. Specialized experience required includes experience in all phases of systems technology and functional/user area operations. Able to provide consultation on complex projects and is considered to be the top-level contributor/specialist. Must possess a working level knowledge of the Navy’s Aviation Maintenance and Logistics IT Enterprise long term strategy and goals. Must possess a journeyman knowledge of at least one legacy aviation maintenance or logistics IT solution or a working knowledge of several solutions and their associated interfaces. Must be capable to learn test case development and test
execution.

Initial skill sets shall be current at the time personnel are brought to the task. Due to the evolving nature of the Customer Relationship Management industry, the government requires the skill level of the staff to remain current with technology. The contractor shall remain trained in current, next generation and any future COTS technologies used by Department of the Navy at no additional cost to the Government.
